Targetting People in Work who aren't in Training or Education

In October 1999 the Department for Education and Skills (DfES) published Statistical Bulletin 11/99 entitled 'Education and Labour Market Market Status of Young People Aged 16-18.'

It showed that 22% of all young people Aged 16-18 were employed but were not undertaking any form of education or training. This represented 401,000 people. Of these, the largest group were aged 18 (173,000 in total). These figures excluded NEETS.

In 2007, Sirius 7 undertook a national exercise but based at LSC - National, Regional and Local level. Results showed that 16% of all young people Aged 16-18 were employed but were not in any form of education or training. This represented just under 300,000 people.

By Region, it showed:

  • North East - 6% (5,748)
  • Yorkshire and Humberside - 11% (20,926)
  • West Midlands - 14% (30,462)
  • London - 14% (34,425)
  • South West - 15% (28,664)

These figures go down to local level and are useful for Train-to-Gain and Employer-responsive targets. For further details and information please contact John Davies on 0161 739 9606 or email
